League of Women Voters

Administrative History

The League of Women Voters-Naperville has long been focused on encouraging active and informed citizen participation in government and increasing understanding of major public policy issues. The League works to influence public policy through education and advocacy. The founding members of the League of Women Voters-Naperville began meeting in 1955, and in 1956, the League of Women Voters-Naperville was granted provisional membership in both the state and national organizations.

Increasing the number of voters and the overall turnout for elections has traditionally been a significant piece of the League's activities. Voter registration drives became not as critical with the passage of Motor-Voter registration, a national League of Women Voter's accomplishment, which allows citizens to register to vote when they apply for drivers' licenses. Voter education on issues and candidates remains a key focus for the LWV-N. Debates, town meetings, and the publication of a Voter's Guide (which outlines ballot candidates and issues and promotes the League's choices) are methods the League uses to provide this service.

Local issues are another key focus of the League of Women Voters-Naperville. The League studies local issues relating to the growth of Naperville, educational systems, and the environment and, based on the results, advocate for change. Specific topics of interest encouraging the responsible growth of Naperville include the structure and form of the city government, parking and transportation adequacy, zoning, housing, and civil service structure that matches the growth. The League has advocated for smaller class sizes, gifted programs, and curriculums that meet the needs of all students in the K-12 school system. The formation of a park district, the creation of a recycling center, and continued promotion for improvement of parks and forest preserves are a few of the environmental issues the League has tackled.

The League of Women Voters-Naperville publishes a monthly newsletter which informs the membership of upcoming events and current issues. The League also disseminates information on its activities through its web site and through local media outlets.

Accession Note:

The League of Women Voters-Naperville donated their files to the North Central College Suburban Studies Archives in March 2005, with additional materials in June 2005. Ongoing donations of non-current files are anticipated and future additions will be incorporated into the current series.



Series 1: Administrative Files, 1956-2005

Description:

The Administrative Files of the League of Women Voters-Naperville consist of records pertaining to the business of running the organization. These include planning files for activities, events, and fundraisers; minutes of board and annual meetings; programs from annual meetings; membership directories; and by-laws and policies of the organization. Additionally, limited materials relating to the state and national League of Women Voters organizations are included. While the files date from 1956 through 2005, the bulk of the materials are from 1990-2005.

Description:

The Subject Files of the League of Women Voters-Naperville include studies and research on issues of public interest that the League investigated. These subjects largely include education and city expansion issues including, among others: class size, gifted and vocational education, fair housing, and municipal zoning. The earliest file in this series contains information from 1962 and the series continues through 2005.

Description:

The League of Women Voters-Naperville publications include two different titles, Naperville Your Town, and The Voter. Naperville Your Town is a booklet which outlines the services and departments in the Naperville government and local school districts. This folder contains several nonconsecutive years of Naperville Your Town, although it is unclear as to whether the run is incomplete or if the publication was sporadically published. The Voter is the newsletter that the leaders of the local chapter wrote and distributed to members to keep them informed as to events and issues of interest to the group. It includes a calendar of upcoming important dates and summaries of current issues. The Voter is not consistently numbered and the publication schedule varies, but it appears that this series contains a fairly complete chronological run of these newsletters.

Series 4: Meida

Restrictions: Each subseries contains copyrighted materials and it is dependent upon the user to secure permission prior to use beyond research

Description:

This series contains four independent subseries which were separated due to the preservation needs of each format.

Subseries A: Artifacts, n.d.

This subseries consists of one folder containing two copies of the same item, a car bumper sticker promoting voter participation. The date of production is unknown and may have been intended for perennial use and distribution. Although an independent subseries intellectually, this folder is stored in the same box as the News Clippings.

Subseries B: News Clippings, 1972-2004

The News Clippings, 1972-2004, pertain to many of the same subjects found in the Administrative and Subject Files. However, due to their fragility and their inherent instability, the News Clippings were filed separately. The subjects of the News Clippings include local issues relating to Naperville government and schools. Election guides published by the League in the local newspaper promote their selections of candidates and their stance on ballot issues. General coverage of the League and its activities can be found in the Miscellaneous folders. Due to their poor physical condition and centrality to the League of Women Voters-Naperville's mission, the Election Guides were photocopied and the originals discarded

Subseries C: Photographs, 1985-2004

The Photographs, 1985-2004, contain black and white and color prints and negatives of events sponsored by the League. These include the celebration of the 75th anniversary of the passage of the 19th Amendment, voter registration events, and tours of local forest preserves and parks that were focuses of studies. The negatives and prints are housed in the same box.

Subseries D: Videotapes, 1990-2000

The Videotapes, 1990-2000, are VHS copies of either videos used as part of the League's research on a topic, or a video record of an event sponsored by or of interest to the League. Events sponsored by the League which are represented in the video collection include a candidate forum, campaign finance reform hearings, and election coverage. Research topics in the video collection include recycling, drinking water quality, and diversity in education. Two videos are introductions to the League of Women Voters purpose and functions. The Videotapes are separated into loval, state, and nationally sponsored productions and are arranged chronologically under each level.
